He was born October 26, 1927, in Sedalia, son of the late Albert Charles and Lona Grace (Haggard) Ramseyer. On September 18, 1955, in Sedalia, he married Maxine (Hatfield) Stevens, who preceded him in death on November 18, 2003.

After his military service, Charlie held various jobs, including Swift and Company. He later embarked on a career as the Maintenance Supervisor at the Missouri State Fairgrounds, a role he held from 1965 until his retirement in 1992.
He was longtime member of Epworth United Methodist Church. Charlie was known for his dedication to his community. He was an active member of the Sedalia Jaycees, where he was recognized as the Outstanding Jaycee in 1960, and he contributed significantly to the Sedalia Elks Lodge 125, particularly with their holiday food distribution efforts.
